The announcement made recently about the decision to not charge the police officers who killed Terence Crutcher and Stephon Clark might have come as a surprise to some but was expected by others because of the history of criminal justice relative to African Americans and other people of color. The decisions to not charge the officers could have been easily made by someone blind and brain-dead. When Eric Holder served as Attorney General, he along with then President Obama made attempts to challenge law enforcement to change the practices, policies, behavior, and laws that discriminate against African Americans in particular and about all people in general. Since that time, many changes relative to criminal justice have been addressed in many locations throughout the United States. The focus of these changes and challenges varies from excessive fines for people who cannot pay them to redefining sentences of people of color whose only serious offense was the color of their skin. Once they get caught up in the maze of the criminal justice system, their lives are completely and forever negatively altered.

Oklahoma leads America, and in some instances, the world in incarceration especially of women. Efforts by many civic groups are working to reduce the numbers. Some of the efforts have been successful via bills the public supported and approved. While all the efforts of groups like the ACLU and others in addressing the problems in the criminal justice system, they have not yet focused on the primary problem of the system—the biased culture within the criminal justice system beginning with law enforcement and including the courts as well as officers of the court. That is, rather than focusing on the cause of the problems attendant to citizens who have been arrested, the majority of the efforts by interested and involved groups are on the problem of those incarcerated. In order to correct the many problems in the criminal justice system, we must look first at where the system begins—what puts the wheels in motion.

What determines the attitudes and actions of the law enforcers from the small towns to the large metropolises begins with the mayors, the councils and courts. They are the ones who make the laws and create the climate and culture that informs the police and other law enforcers. If change is to come to the criminal justice system in American then it must begin with those who administer the programs that represent the criminal justice system. Having the administrators and city or town council members undergo diversity training is generally a waste of time and money because that training does not address the issue of ethnic bigotry that is a part of the everyday cultural climate. We know this biased culture exists from the plethora of incidents that occur and are shown daily on social media. These incidents occur in spite of the diversity training these administrators, council members and court officers have received. We know this ethnic bias exists from the numerous police officers that have suffered no legal repercussion from having shot and killed a person of color.

One thing that needs to happen in order to make the criminal justice system applicable to all citizens is to educate the top administrators, council members and court judges and other officers to what democracy looks like from a perspective that recognizes the bias that presently exists and how they are implicated in the culture and climate that promotes, support, and maintains it. The fact that the majority of people incarcerated are people of color seemingly represents no call for action or consequence. The fact is that the number of people of color is adjudicated differently and more harshly than European American citizens seem to be viewed as acceptable represents a big problem that begs for attention and correction. However, if the people who administer and are the caretakers of the system of criminal justice are fine with the status quo then something needs to be done to alert them to the injustice they are delivering to American citizens who happen to be people of color.

If the problems of bigotry and injustice in the criminal justice system today are promoted, supported, and maintained through ignorance, then education, not training should help in remedying some of the problems. Other avenues of approach would be removal from office via election or for some judges, impeachment. The citizens should be made aware of the amount of money they pay out to citizens that receive judgments from the civil courts for the misconduct of police and other law enforcement officers. One would think that the officers found guilty in civil court should shoulder some of the monetary responsibility as well as the unions that support and represent these officers. That way the citizens would not have to bear the entire expense for the officers’ actions.

The American system of criminal justice is generally a good system when it is administered in a democratic and fair way; however, when ethnic and cultural biases are represented in the outcome negatively affecting people of color, then corrective action must be taken. Again, the actions of the many concerned groups addressing the problems that focus on incarceration are welcomed and, indeed, applauded and encouraged, but their efforts are focused on the citizens that are already incarcerated and part of the system. In order to impact positively the system of criminal justice, the focus must be at the beginning. Michelle Alexander noted in her work, The New Jim Crow, that “A study sponsored by the U.S. Justice Department and several of the nation’s leading foundations, published in 2007, found that the impact of the biased treatment is magnified with each additional step into the criminal justice system.” The evidence is clear.

The biased treatment of people of color in the criminal justice system is due to unconscious and conscious ethnic bigotry that infects the decision-making process of those entrusted with those powers. In order for the system of criminal justice to be fairly administered, those biases must be addressed at the beginning before the arrest is made. So, now that we know where to begin, if we are not part of the solution, then we are the problem.

Family, friends, and acquaintances were the order in which African American musicians and other entertainers used for hospitality, food, and lodging in the days before desegregation. During the early 1950’s when my cousin “Little Walter” Jacobs came to town for a show or two, his biggest decision was with whom he would stay. His room at the local hotel for people of color was only for his belongings. Jacobs was not alone in this endeavor, most African American entertainers depended on their relations in the communities they visited for hospitality where they were usually treated as celebrities. Because this form of accommodation was ordinary for African American entertainers, most road managers and agents saw to it that the flyers announcing the coming attractions were in place weeks before the actual shows. That way, the family, friends, and acquaintances would be prepared for the celebrity’s arrival.

The key to a successful tour for African American entertainers in large part fell to the managers and their connections with other managers on the “Chitlin Circuit,” which was a collection of performance venues throughout the Eastern, Southern, and upper Midwest areas of the United States that provided commercial and cultural acceptance for African-American entertainers. A Green Book was not usually necessary for these entertainers because of the information network of the managers. For other African Americans traveling around America and especially through the South The Green Book was important. Somehow the movie, The Green Book, did not touch on the experiences of African American entertainers traveling through America.

For some American viewers, the movie The Green Book was very entertaining and likeable simply because it included a well-known musician of color, Don Shirley and a historical perspective. Unfortunately, viewers sometimes do not see the forest for the trees, or they concentrate on the movie rather than the message it presents. When we examine the movie for it message, we discover that the movie was disappointing from three aspects—the Green Book, the musician, and the bouncer.

Although the movie carried the title—The Green Book, little attention was paid to the actual book, it author and content. Yes, Tony the bouncer did refer to the book a number of times, but usually without any mention of it. The author and publisher of the book, Victor Hugo Green was not mentioned nor was the way Green acquired the information for the book. Also, what was  not mentioned in the movie was the fact that the book was actually a survival tool for many African American travelers who often faced a life or death situation on the road. African Americans were not only prevented from staying in hotels and eating in public cafes and restaurants but also refused gas at many service stations. So the importance of The Green Book had more significance and value than reflected in the movie.

Next, the movie failed to represent African Americans (if that indeed was an objective) through the character of the pianist Ali. Although he was portrayed as a brilliant and talented musician, his character appeared as a naïve, innocent, ignorant and an anomaly of a person of color. Why would such a seemingly uninformed person of color agree to a tour through a country whose majority viewed him not as a human being, but somewhat of a spectacle similar to that of an animal that could perform some unusual tricks for their entertainment? The simple fact that Ali’s character was not familiar with fried chicken or rhythm and blues disqualified him from even pretending to be an African American. The character of Ali was en essence a freak, an oddity in the context of the movie since we learn little about his personal life. Throughout the movie Ali performed at the various venues with little or no regard for the fact that he was there only for the entertainment of the European Americans, not as a human being of equal social value. The entire movie focused on a short period of time in his life–from the beginning of the tour until the end of the tour at Christmas. The movie was certainly not about him.

Tony Vallelonga, the Italian from New York, who was hired as Ali’s chauffer and body-guard, was a bigot who accepted the job for the money. Through the course of the tour the two men got to know each other on a personal level, but never as equals. Tony understood that the fabric of ethnic bigotry was part of society’s character and therefore he was in a position to protect Ali from his ignorance on a limited basis. We learn from the movie much about Tony’s life, his family, his friends, aspects of his ethnic identity. In a number of instances Tony saved the day for Ali when confronted by European American bigots. Although the two men grow closer together in accepting one another, that acceptance was as members of two distinct ethnic identities and character roles. The movie came closer to being Tony’s story rather than a story about a book or a pianist of color.

Between the two characters of Ali and Tony, the one that seemed to grow in understanding human relationships was Tony. Ali’s character was that of a spoiled and somewhat controlling talented social orphan who just happened to be a person of color. Ali’s knowledge of The Green Book seemed limited at best as was his awareness and understanding of the African American experience in America. The most important thing to him was his talent and the opportunity to perform before mainly European American audiences and, of course, money.

Although some aspects of the movie were entertaining in a limited context, the overall effect was that of disappointment because nothing of value was gained from the experience of the characters development. Tony arrived home to the welcome of his family and friends who still retained their biases of eggplants. Tony learned to accept Ali, but that acceptance did not extend to all people of color, just Ali.

Ali’s character turns out to be that of a sad, lonely and pathetic individual who never learned the value of family, friends, and acquaintances. African Americans cannot live successfully in America without the support from others which Ali experienced when he visited the local African American club in the town where he was supposed to perform. The movie ends on a sad and tragic note when Ali appears at Tony’s home to save himself from alienation at Christmas not knowing that he was simply an eggplant coming in from the cold.

 

Paul R. Lehman, Bigotry in our language is a not so hidden secret we can afford to ignore

The objective from the very beginning was division and on a permanent basis as the reason the founding fathers invented two races, a black and a white. Unlike the Declaration of Independence and the U.S. Constitution that said we are one people, the concept of race has kept us separate and unequal. Subsequently, if we continue believing in the concept of races we will continue to be separate and never fulfill the objective of our democracy. If we are to ever have one nation, we will have to change the way to look, speak, and act towards one another. We also need to understand that the language we use helps to keep us separate. For example, as long as some people view themselves as black and white, they will not come together because of the historical significance of those words. They were meant to keep us apart.

Many well-meaning civic groups actually work against themselves by choosing a name that creates a negative and defensive feeling in others towards them. Take, for example, Black Lives Matter, a group that has an objective that is in keeping with the concept of democracy, but because of the word black in the name, it creates a defensive reaction in the minds of many European Americans.

We also have groups that use words like white, Aryan and caucasian that they believe makes them different from people who do not look like them. Their pronounced goal is to save or preserve the so-call white race. They need to visit history to learn what happens to people who are separated or separate themselves from other people; they become extinct, like for example, the Australian Tasmanian Aboriginals, and in America, the Eire people and the colony of Roanoke.

When civic activists call for unity among people of color, they miss the opportunity to enhance their programs by not inviting all concerned people. We as a society have been conditioned to identify ourselves based on our so-called differences when our objective should be for all to use the same identity. We are all Americans, so why is it necessary to use color or ethnicity as part of identity? When visitors come to America, they come using their cultural identity. When Americans get a passport they provide a picture, but no racial or ethnic identity, because our cultural identity is American, not black or white, Hispanic or Asian etc.

We do ourselves a constant disservice by identifying ourselves as separate groups which have been our legacy since slavery. We have to grasp the reality of our situation understanding that the concept of biological races is a myth, invention, social construction, and lie. Prior to the Human Genome Project, everything about races with the numerous divisions, classifications, and characteristics was conjecture and opinion. We now have scientific proof, validation, and evidence that all human beings are more alike than penguins, and the skin complexion, eye shape and color, and hair texture are not unique to a select group of human beings. We are of one race of beings whether we like it or not.

We might think that language does not play so great a part in our lives and our behavior, but studies old and recent underscore the fact that when the words black and white are used in a sentence referring to an identity, a measured reaction occurs. The reaction for the European American, usually an increased heartbeat, is observed when the word black is used because of the social conditioning associated with the word. African Americans do not experience a similar reaction when the word white appeared in a sentence because they are conditioned to seeing it and without feeling threatened.

The media in American society contributes greatly to the separation of ethnic groups by the way they use inappropriate identity language. For example, if a bank is robbed and the robber was apprehended, nothing pertaining to the robbery is gained when the ethnicity of the robber is identified. Except, in American society today the identity of the robber is omitted if he or she happens to be European American, but the identity is almost always given when the robber ‘s identity is a person of color. The effect of the naming the identity of the ethnic person serves to strengthen the negative stereotype society already has of the person of color.

Another way in which the media contributes to the negative stereotypes and biased attitudes held by some Americans relative to people of color has to do with the mentioning of the geographic location of an incident that is readily identified as being in a location where predominately people of color reside. Again, the mere mention of the location adds to the negative stereotype held by many people familiar with the location.

Today, with all the problems America is facing relative to our government and the various policies being addressed both positively and negatively, we need to take the opportunity to add our concept of race and identity into the mix and deal with it once and for all. We continue to talk about racism as if it was legitimate rather than bigotry which is what has been and continues to be practiced in society. Yes, our language uses the word racism to talk about social biases, but simultaneously serves to keep the concept of races alive and our society separate. We need to decide what kind of society we want to live in as well as our children and grandchildren. Once we make that choice, we need to get to work and make it happen. We have been talking about racism for three hundred years to no avail because we are still talking about it without a change in the daily behaviors of people. Racism is not the problem, we are because we refuse to accept the fact that we have been living in a false reality. What we cannot continue pretending to not see is the rapidly changing demographics that will force changes in society relative to cultural and ancestral identities.

We currently have an opportunity to make great strides in addressing our oneness as a society by debunking the myth of race and working to make America what it was meant to be a democracy. We will not and cannot get to where we want, and need, to be if we do not change from using our misleading ethnically biased language of bigotry.

Everyday bigotry is basically a normal day in America. What makes it normal is that it is part of the fabric of American society that hides beneath the veneer of the idea of democracy. Social conditioning is a process that occurs when someone is born into a culture or adopts a culture and experiences that culture on a daily basis. The characteristics of that culture are acquired through living with and among the people in that society. The standards and values, customs and practices that are part of that society are not usually questioned or challenged by the people, but accepted as being correct and normal. So, when the system of Anglo-Saxon (European American) supremacy was instituted into society using language that identified two major races, black and white, with white as superior and black as inferior, no one questioned or challenged it. The Africans could not challenge the biased concept because they were powerless; the European Americans did not challenge it because they invented it. The power and control of society was derived through the language the people used and trusted.

The power and control of society through language can be demonstrated in the concept of physical beauty. The European Americans established themselves and their physical qualities as representative of the normal human being. In addition to making themselves the model of humanity, they also placed the highest social value on their features, especially their skin complexion. Therefore, anyone that looked like the European American was viewed as valued more than the people of color, especially the African Americans that did not look European. The slave masters and owners began early in the system of slavery to exploit the European physical features and the degree of so-called European (white) blood reported in the slaves as a profit builder. What they did was give names to slaves supposedly having degrees of European blood, names to underscore that degree. So, for example, if a slave was said to have a European American father and an African mother, he or she would be called a mulatto; this designation would allow the slave seller to ask more money for the slave over one with no or less European American blood; the greater the percentage of European blood, the higher the slave’s value.

What this practice did in addition to bringing in more money to the slave owner was to give the slaves with a degree of European American blood a sense of being valued over the slaves without noticeable European American blood. The reality was that regardless the amount of European American blood the slaves had, they were still slaves. In addition, the language told the African American slaves that they were ugly, black and dirty; that their hair was bad because it was kinky, nappy, curly and short. Possessing these physical characteristics, the African slaves knew that being beautiful was impossible for them. However, after slavery, some African Americans believed that acquiring some of the features of the European American might increase their social value. The language as a tool had convinced them to accept the European American standard of beauty as part of a social value system.

One of the wealthiest women in America in the late 1800’s was Madam C. J. Walker who happened to be an African American. Although she made many significant contributions to African American causes during her lifetime, the fact was that she acquired her wealth by exploiting the self-denigration of many men and women of color who wanted to improve their appearance. Even today we see primarily women of color whose natural hair color is dark brown or black with blond hair or undergoing cosmetic surgery on their eyes, noses and mouth in an effort to approximate the European American look of beauty. This attention to physical appearance is due to the influence of the language that causes some Americans of color to question their sense of self and their concept of beauty.

Although the Black Power movement focused on changing the stigma associated with the word black, one of the important and consequential changes to occur was the African Americans view of self and a challenge to the European American standard of beauty. Because they could see themselves as beautiful in the natural, they became free to express that freedom in any way they desired. One result of African Americans’  freedom of expression of their natural beauty was the European Americans’ efforts to adopt aspects of it.

What Americans should understand is that the language we use if not challenged will continue to control us. The language control manifests itself in the actions and reactions of European Americans as well as African Americans. For example, when the word minorities is used by European Americans it is not defined, but has inferred connotations.  So, who are the minorities referred to in the usage of the word? Americans generally assume that the word refers to all ethnic groups of color that reflect a smaller population than European Americans.  Another suggestion that is inferred in the use of the word minorities is the deference to a majority population as being superior, not necessarily numerically, but in influence and power. How will the word be interpreted when the European Americans numerically becomes the numerical minority in the foreseeable future? Will they still be referred to as the majority because of their power and influence? In any event, because the word is not defined, the meaning is never concrete and often seen as derogatory.

With respect to language being viewed as derogatory, President Barack Obama during his last days in office signed into law H.R. 4238 stating that the federal government will no longer use the terms Negro, Oriental, and Minorities in federal writing. The passing of this measure was a rare show of bipartisan  support by the House of Representatives and the Senate. The fact that America is constantly changing demographically demands that we pay attention to how the language is used as a tool for social control as well for as liberation. Just like our demographics change, so does our language with new words coming into usage while some words no longer serve a useful purpose because they are not accurate and are no longer socially acceptable.

For far too many years we Americans have employed a term that did not reflect the actions and deeds of individuals represented by that term. The term is racism and as defined by most dictionaries resembles the following: “a belief that race is the primary determinant of human traits and capacities and those racial differences produce an inherent superiority of a particular race.” In America race was described and identified by skin complexion of black and white with white deemed the superior of the two. Subsequently, whenever anything in society points to or indicates a privilege or advantage for the so-called white race (European American) over that of the so-called black race (African American) the act is labeled as an act of racism. If we were to follow the logic of the acts of racism, we might determine that the whole of the African/African American experience has been one of racism. All one needs to do to verify racism is to look at several significant legal adjustments made since the Civil War regarding the treatment of African Americans.

The term racism was taken from the term race which has been misappropriated and misinterpreted in order to justify its use relative to the superiority of the European Americans. The fact that the term is still in use today is owing to the social conditioning of American society that invented the social elements that underscored and guaranteed the essence of European American superiority. When we look at the history of social concerns such as jobs, education, housing, finance, to name a few, that were used to control the progress of the African Americans we realize that they were designed to keep the African American in a state of inferiority compared to the European American.  For each of these social concerns African Americans had to fight in courts, usually, the Supreme Court, to finally receive some semblance of fairness. The fight was against the government, not individuals, and the fight was not against racism, but against injustice and bigotry.

African Americans and many conscientious Americans have been fighting since before the Civil War for justice and full citizen rights for African Americans and other people of color. Although the term racism has been employed as the cause of the bias, prejudice, and discrimination preventing full civil rights for African Americans the fact of the matter is that racism was just an excuse to maintain psychological control of the race concept and the perception of superiority. The reason for the persistence of the social concept of racism is because it is a belief, not an action or a thing. A belief cannot be destroyed; it must be replaced. An example of how a belief can remain unchallenged or in place is found in our view of the tomato, which for many years we thought to be a vegetable but in fact is a fruit. Nonetheless, in almost all supermarkets and grocery stores the tomato is placed in the vegetable produce section. By placing the tomato in the vegetable section, our false concept of it as a vegetable and not a fruit is reinforced. So it is with the term racism that when we see it being employed we do not think about it reinforcing ethnic superiority, but simply focusing on some reference to social injustice.

Unlike the term racism that is based on a false concept, the term bigotry is free from any sense of illusion, myth or social invention. Bigotry is defined as a “stubborn and complete intolerance of any creed, belief, or opinion that differs from one’s own.” In other words, bigotry is the property of the individual, not a group and as such any act of bigotry reflects on the individual who owns total responsibility for the act or action. A bigot would possess the elements of narrow-mindedness, biases, and discrimination as part of that mindset. Here the difference between a bigot and a so-called racist is that while the racist only believes in ethnic superiority, the bigot acts on the biases to prove or underscore the belief.

The numerous incidents of European Americans calling 911 to report a person of color being in a place the caller thought were not appropriate for them to occupy demonstrates acts of bigotry. Any individual can possess a belief and never act on it, but once an act has been committed, the experience becomes real, not imaginary. Since racism is not a legitimate term relative to race by color, the appropriate term for the individual committing the biases act is a bigot and the belief system is bigotry.

To ethnically biased Americans the words racist and racism do not give a reason for pause because they serve as a compliment since it underscores their mindset. The social conditioning that many European Americans experience views ethnic bias and European American privilege as natural and right. When those concepts are challenged the European American automatically becomes defensive and strives to protect what is considered an infringement on their Constitutional rights. One can understand the European American’s reaction because American society has spoon-fed the European American to view these privileges as ordinary, lawful, and socially acceptable. For example, when the Starbuck employee called 911 because two African American men in the store made her feel uncomfortable, her efforts were recognized and rewarded by the law enforcement officers when they arrived; they handcuffed the men and led them out of the establishment. Although the men were not charged and finally released, they had never done anything wrong in the first place, including not causing a disturbance. The employee who made the call was never made to view her feeling of discomfort as a part of her biased social conditioning.

When we look back at the definition of bigotry and bigot, we recognize that the bigotry of the Starbuck employee as well as most of the other incidents where European Americans that called 911 relative to the presence of people of color was what initiated the action against the people of color, not the belief that they belonged to a race superior. Bigots can be held responsible for their actions, racists not at all. In America, racism is a safe haven for bigots

Four Mesa, Arizona police officers have been placed on paid leave while an investigation into their use of excessive force against an unarmed African American is being conducted. Fortunately, a video of the incident was available so viewers could see for themselves what took place. Apparently, someone from an apartment building called the police to report a disturbance at that location. A young African American man, Robert Johnson, was waiting for an elevator and talking on his cell phone when he was approached by several police officers. Without any conversation, they began to frisk him, and then apparently, ordered the young man to move to another location away from the elevator, which he did while continuing to talk on his phone. Once he moved to the location where he had been ordered by the officer, he was then ordered to sit on the floor. Showing some hesitation in sliding down the wall to the floor, several officers began punching him in the face. Since he was leaning against the wall, he could not fall freely to the floor, so an officer bent down and pulled his legs out from under him at which time he landed on the floor. The officers continued to beat him until his hands were secured behind him. At no time did he offer any resistance.

The old saying that “a picture is worth a thousand words” could easily apply here in that the conduct of the officers was in question from the very beginning. Not once before the officer began their assault on the young man did they attempt to engage him in a civil conversation. Their attitude was seemingly that of a big bully that demanded immediate action when an order was given. The officers apparently had a perceived notion to enter into an altercation with the young man since they wasted no time in initiating their punches. At no time did any of the other officers present seek to stop the assault or advise the officers of their conduct relative to their actions. So, what do these pictures tell us about some police officers?

One of the first things this video tells us about these officers is that they have no respect for the young African American man. He was not treated respectfully like citizens should expect to be treated if they are minding their own affairs and causing attention to themselves. They showed a total disregard for his Constitutional rights by beginning their search of his body for something without cause. Johnson had no weapons, only a cell phone. The officers next used their authority as bullies to order Johnson to a wall on the opposite side of the area while still not informing him of anything that he did or was suspected of doing. Since he was surrounded by four fully armed and anxious officers, Johnson readily complied with the officers’ order to move. As soon as he removed his cell phone from his ear, the beating began.

We might ask the question of why the police officers acted towards Johnson in this type of aggressive manner. They knew that Johnson poised no problem of violence or having a weapon on him after they searched him and he complied with their orders. Yet, the officers felt that they were well within their rights to beat an unarmed man for no reason except for the fact that he was a person of color. One thing is certain from the actions of the officers, and that is reason played no part in their decision to beat Johnson. We know from many past similar experiences that the excuses of being afraid for their lives or feeling threatened or not being respected or obeyed were used to justify their actions. A simple answer to why they use excessive force and murder against people of color is because they do not consider them to be human beings.

We might also ask the question of why is the society in general not outraged by the repeated unacceptable actions of these police officers against people of color. Could it be that they also do not see people of color as human beings? One reason for our making that assumption rests on the history of the repercussions experienced by many of the officers who committed atrocious acts against people of color. We would be incorrect in labeling the treatment many of the officers received for the actions as repercussions. The four officers from the Mesa Police Department were placed on paid leave. In others words, they received a paid vacation for their efforts, but no negative consequences. In the case of Betty Shelby, the female Tulsa, Oklahoma officer who shot and killed Terrance Crutcher in the back while he was walking away from her, after her department’s report stated that she should not be allowed to serve as an officer dealing with the public, she was given a job in a city a few miles north of Tulsa. She was recently featured in a newspaper article where she had received a promotion and now offers classes to teach officers how to beat charges of abuse and excessive force. The list of officers not being held responsible for their misdeeds is too long to include here.

While the general American public remains silent relative to these officers’ display of abuse of people of color accompanied with a chevalier attitude, they do not seem to realize that although the officers do not have to assume responsibility for their actions, the citizens for whom the officers work must pay large settlement payments to the victims and/or their families. The ethnic demographics are rapidly changing the makeup of American society and with those changes will come the need to redirect the focus and objectives of law enforcement. Some departments are making changes now because they understand that the amount of money being paid for officer’s mistakes could be put to better use in educating them to treat all citizens fairly.

We have not seen the last video of police abuse of unarmed African American citizens simply because the system does not require them to take responsibility for their actions. The system must be replaced.

The recent rash of incidents involving European Americans calling the police after seeing African Americans doing something they thought suspect should come as no surprise based on the ethnically biased social conditioning that is a part of their everyday American life experience.

The very first element of a European Americans life experience is the idea that they and all people who look like they look are the centers of the universe. From their skin complexion to their standards and values, society leads them to see themselves as superior to all people not like them. Everything in their immediate environment serves to support that concept. As their social environment begins to expand from the home to the neighborhood, church, and school, they are made to realize that they have privileges over people who are not like them.  The awareness of their specialness begins in the home where little if any interactions with people of color take place, but often negative references, actions, and reactions are observed as a normal part of their daily experiences.

The European American lady at Starbuck, the lady at Yale, the lady who saw the three African American women leaving the Airbnb all felt within their rights to call the police because they witnessed something their social conditioning told them was not normal. Apparently, none of these European American women gave any thought to their action before calling the police. Because of their conditioning relative to fear and danger associated with people of color, the primary thing to trigger their concern was the skin color of the people representing the threat to their sense of normalcy. I.e., ethnic bias against people of color by European Americans is triggered by skin color.

A European American female called the police when she observed an African American female asleep in her dorm’s common room. The student, a graduate student at Yale was awakened when the European American female told her she had no right to sleep there. The reason the European American female called the police was that of the fear and dread she felt by seeing a person of color in a place that was usually reserved, in the females mind, for European Americans. The brown color of the graduate student’s complexion sent a warning signal to the brain of the European American female, so she acted on it without any serious consideration regarding repercussions. She evidently felt unsafe in her home environment with a person of color present.

In another case, a European American female called police because two African American men were sitting in Starbucks without having purchased anything. We see again the reaction of a European American female to the presence of two men of color. Her social conditioning provides an uneasy feeling regarding them in this public but social setting. The two men were actually waiting for another person to join them, something common in Starbuck stores. Nevertheless, the police came, arrested the two men and took them to jail where they remained for around eight hours; no charges were filed against them.

A European American female in Rialto, California called police when she thought several African American women who were leaving an Airbnb rental looked out of place. That is, she thought it unusual for women of color to be in that neighborhood. When she noticed that they were loading baggage into a vehicle, she assumed that they were burglars. Shortly after the 911 call was made several police cars arrived on the scene. In addition, a helicopter flew overhead while the women were being questioned. Once again, the biased social conditioning this woman received relative to skin color helped to trigger her response to people of color being where she did not expect them to be by calling 911.

In all three of these incidents, the social conditioning of cultural biases played a significant role in the actions of the three European American females involved. Little or no thoughts were given to the well-fair of the African Americans because their social value was never in question. In each situation, the European American female seemingly believed seeing African Americans in the settings they were in was not normal. So, the automatic response was to call the police and have the discomfort removed.

The ethnic bias of the European American females was reinforced by the police who arrived on the scene already favoring the callers. The rights of the African Americans are immediately suspect as noted in the actions of the police officers and their immediate treatment of the African Americans. Rather than taking the time to assess the situation prior to any detaining or arresting actions, the police arrived on the scene already suspecting the African Americans of wrongdoings. The complicit police actions supported the biases of the European American females toward the African Americans.

Comments emanating from the police establishment of the three incidents mentioned above all suggest that the police were simply doing their jobs. Yes, they were doing their jobs, but only in support of the European American callers. The rights of the African American men and women were given little or no preference equal to that of the callers. The actions of the police seem to suggest that a call 911 is taken as fact without question, so doing their job means not giving the African American citizens involved their respect, rights or privileges. Many European Americans, as well as many police officer do not realize that America is a diverse society.

Because many European Americans live with an ethnic bias of which they are not cognizant, or their biases are implicit, the first order of business in replacing that bias is discovering that they have a cultural bias against people of color. Next, they need to confront their bias with the thought of replacing it with a more appropriate concept of a diverse humanity. Finally, once they know their bias and know how it is triggered, they can work towards overcoming it. While all Americans can address their bias using this process, European American in positions involving serving the public must certainly experience this form of education.

The problem of cultural ethnic bias as a part of social conditioning cannot be resolved easily or quickly because it involves commitment, discipline, and consistency. All three steps must be followed if success is to occur. Once we understand that bigotry is a part of a system, we will realize that biases do not exist in isolation, but they must be replaced individually.

Prior President Truman desegregating the armed forces and the Supreme Court’s ruling in Brown v Topeka, European Americans (whites)had little reason to know or want to know anything in particular Prior to President Truman desegregating the armed forces and the Supreme Court’s ruling in Brown v about anyone in society but themselves. Changes in society in the late 1950’s that brought African Americans and women into the workforce placed a challenge on the European American (white)male to learn how to get along with the new people in the workplace. A decade later, when the Civil Rights Act of 1964 went into effect, the need for Americans to learn how to live and work together in a diverse environment became a necessity. One of the tools introduced to help accomplish that feat was called diversity training.

In an article in Time (2/8/2018) entitled “How diversity training infuriates men and fails women,” Joanne Lipman wrote the following description: “decades before Anita Hill, Gretchen Carlson or #Me Too, American companies dreamed up ‘diversity training,’ typically a course that last anywhere from an hour to a couple of days, with the goal of wiping out biases against women and others from underrepresented groups.” Please note that she identified American companies as being the instigators of diversity training. She continued: “For most of its history, diversity training has been pretty much a cudgel, pounding white men into submission with a mix of finger-wagging and guilt-mongering.”

The early diversity training seemed little more than an experimental effort, but Lipman noted that after the Civil Rights Act of 1964, the training took on more urgency: “Within a decade, it had morphed into a knee-jerk response to legal actions, after a series of high-profile sex-discrimination suits.”Basically, companies invented diversity training as a safeguard against lawsuits that focused on some form of discrimination and also, a way to maintain the status quo. The more diverse Americans entered into the social institutions of society including education, civil service, medicine, politics, government employment, state, local, a federal, and business, the more the need for diversity training became important. Lipman noted that “I don’t recall ever hearing the phrase until the 1990s. By then, it had been reconstituted as a feel-good exercise in consciousness-raising. White men were told they should include women and minorities because it’s the right thing to do. It was all about the importance of “inclusion.” She added: “But here’s the thing about diversity training: It doesn’t work.”Whether it worked or not actually depended on the desired objectives of the promoters.

Lipman’s statement about diversity training not working was viewed from the perspective of wanting to see diverse people included on a fair-minded basis. She noted that Harvard professor Frank Dobbins and others looked into the data and discovered “that for white women and black men and women in management positions, it actually made things worse. That’s right: companies that introduced diversity training would actually employ more women and black men today if they had never had diversity training at all.”While many reasons exist for the failure of the programs, the primary reason is due to the expectations of a program that was not designed to address those expectations. Why?

American society has always been diverse; however, that diversity did not mean that all Americans enjoyed the same rights and privileges. The founding fathers were Anglo-Saxons from Europe and invented for American two races, one black and one white, based on the false premise of a race by color. Since they were in control of society, including government, they could impose their concept of race on the people of America, which they did. So, most European Americans (whites)grew-up in America viewing themselves as normal while all people not looking like them as inferior, especially, African Americans. The point of this historical information is to underscore the enormous challenge that any program whose objective was to change the European Americans(white) perception of themselves as not being superior to other people would face. What the programs in diversity training did was to encourage the European American (white)males to treat other people with courtesy, respect, and fairness as they saw it, but not relinquish their sense of superiority. How was that achieved? Well, when the program stressed the differences among the other people whether cultural, ethnic, religious, or gender, the perception of the other people came from the perception of the European American(white), not from just another ethnic American. So, whatever the outcome of the diversity program, the European American (white)male still retained his sense of place in society, although he might be upset.

In her article, Lipman referred to a portion of Dobbin’s study that noted reasons for programs failure: “He singled out three situations in which training is doomed to fail: when it’s mandatory; when it so much as mentions the law; or when it is specific to managers, as opposed to being offered to all employees.”  In addition, Lipman added that “Perhaps more to the point is the fact that the training infuriates the people it’s intended to educate: white men. ‘Many interpreted the key learning point as having to walk on eggshells around women and minorities—choosing words carefully so as not to offend.’”Any numbers of program interpretations do not necessarily favor the happiness of the European American (white) males.

The primary problems with programs of diversity training are that they have an unreasonable objective and little clarity of what they seek to achieve. The fact that their focus involves looking at the various differences among people and underscoring those differences would be cause for anyone to feel uncomfortable. But as Lipman noted earlier, only the feelings of the European American (white) man was of any concern relative to the program’s success. So, if the European American (white) males are not happy at the program’s conclusion, then it was a failure. Since most programs are designed to point out biases, it is a certainty that European American (white) males will not leave happy.

What programs designed to deal with social biases must do is identify the objective of the program, and not diversity training, but teaching about and understanding cultural biases. People, regardless of their cultural differences do not want to be set apart from other people because of their differences. According to Lipman: “ Women and minorities often leave training sessions thinking their co-workers must be even more biased than they had previously imagined. In a more troubling development, it turns out that telling people about others’ biases can actually heighten their own.”

One of the concerns Lipmann’s article exposed relative to diversity programs was the use of language that still serves to separate people rather than unite them—terms like minorities, white and black people. If the language and the object of the programs do not change, neither will the results of the programs.

Some European American people are in a quandary about what to do about their knowledge of bigotry and how it affects them. A number of things to consider in attempting to address this conundrum involve an awareness of reality, and an awareness of language. To deal with reality is to understand that many European Americans do not realize that society has conditioned them to view themselves as the model of humanity or see themselves as not belonging to a race but as representative of the human race. That conditioning also has them view all people not like them as inferior to them. This conditioning is something that is acquired from living in a society that controls the social atmosphere and shows the European Americans how to see other people, what to think about other people, and how to behave around other people. Therefore, being biased against non-European people comes naturally and seems normal, nothing out of the unusual. For European Americans seeing themselves as the center of the universe is also normal. The awareness is that all the conditioning is base in falseness, myth, lies, illusion and it is bigoted.

They could not see the illusion because society presented everything to them as occurring naturally. The bigotry, segregation, discrimination and other abuses were present in society, but because they were viewed as normal to many European Americans, they did not feel compelled to do anything to address them as social and human wrongs. When the African Americans protested for civil rights, many of the European Americans remained silent although many of them were aware of the injustices African Americans were experiencing. Regarding civil rights legislation, not a single act or law was directed specifically to African Americans, but all Americans. Never the less, African Americans were implicated in every piece of civil rights legislation that included the word race; an action used to make certain the concept of races continued.

One of the ironies relative to bigotry in America involves the efforts of the civil rights organizations. While many European Americans did not support the protests of the civil rights activists, the major segment of society to reap the greatest benefits from the civil rights gains is the European American women as a result of Title lX of the 1964 Civil Rights Act. Today, some fifty years after the Civil Rights Act, African Americans experience the least success from Affirmative Action. For example, “The median white [European American] household has 13x as much wealth as the medium black [African American] household; and 10x as much as the medium Hispanic household. Even with a college education: The medium white [European American] person has 7.2x the wealth of a similarly educated black [African American] person.” (The Nation, September 2017, p.5)

The challenge for many European Americans comes from finding ways to deconstruct the illusion they have lived under all their lives. Their initial response to this awareness might come as a shock, not wanting to believe that their lives have been a game of pretending. Shock is the appropriate term because the other stages of awareness follow the Kubler-Ross stages of grief. These stages are important because for European Americans coming to the awareness of their lives being an illusion and replacing that illusion with reality is similar to losing someone to death. The stages are shock, denial, anger, rejection, examination, understanding and acceptance.

Once the acceptance of reality has been achieved next comes how to deal with the reality. Language is the biggest threshold to overcome because we never questioned the language since we grew up with it. So, if European Americans called themselves white now, what will they call themselves instead of white? The ideal would be that they call themselves Americans. Here we must introduce the two identities we all have: a cultural and an ancestral identity. The cultural identity is the one that we choose; the ancestral identity is based on the ethnicity of our birth parents. However, when the founding fathers invented the concept of race by color, both the cultural and ancestral identities was taken away and put in their place were the colors black and white. For many Europeans, the opportunity to call themselves white was worth giving up their identities; for African Americans, the choice was not available.

Unfortunately, many European Americans do not know that they have an ancestral and cultural identity; the only identity they know of is white. If that white identity is taken from them, they are left without a sense of value and worth. For those European Americans who know the value of white supremacy and white privilege, the fear of losing that white identity represents their reason for living. So, they become defensive when they believe that identity is threatened. Any social progress by African Americans and people of color represent to the bigots, a threat to their white privilege.

The constant challenge for America is that people of color see themselves as human beings, even when European Americans see only themselves as normal human beings; they see everyone else as different and abnormal. The problem is how they, the European Americans, see themselves and others, not how others see themselves and European Americans. European Americans have been socially conditioned to see people who do not look like them as inferior to them, and that conditioning, however, feels natural to them.  Undoing the bigoted social conditioning of European Americans must be the responsibility of enlightened and knowable European Americans who know and understand the system of white supremacy. The primary starting point for undoing the social conditioning is with language, beginning with the words race, black and white. Once those words have been debunked, then the process of replacing the bigoted concept of white (European American) supremacy can begin.

In looking at the topic of this essay, how it is interpreted depends on what word or words are emphasized—wrong or white people (European American), and who is doing the interpreting.

European Americans called racists will generally react defensively because they are familiar with that term; however, if they are called bigots, their reactions will be different. If they are asked to define bigot, chances are they will have to go to a reference book to look it up. More often than not, both words are used as though they were interchangeable; they are not. Racist is the incorrect term because it places no responsibility on the individual for the biased perception. European Americans were socially conditioned to be bigots without them knowing it; the discrimination, prejudice, segregation, injustice, and abuse suffered by African Americans and people of color by European Americans hardly got a notice unless the media called attention to it. The bigotry against African Americans by European Americans always resulted in the African Americans being viewed as the villain regardless of the situation and the facts. An example of how European American bigotry manifest itself today can be seen in the attitudes and comments relative to the protests of professional athletes today.

The reaction of many European Americans to the protest by professional athletes can be associated with what social scientist, Paul D. MacLean, refer to as the “Reptilian Brain” that describes a stage of the human brain development. One of the characteristics of the Reptilian Brain is the defensive behavior that is based on self-preservation with little need for thought, just reaction. The threat of danger is enough to cause a defensive reaction. So, for the bigot, any threat to the concept of European American supremacy has to be dealt with and discouraged immediately. One way to address the threat of danger to the bigots is to change the focus of the threat away from the problem and towards an area or subject that will garner support from other with Reptilian Brains.

An example of how this bigotry works can be seen in the comment of an “Opinion” writer from the Oklahoman (10/7/2017) entitled “Misunderstood?” What the writer does is offer the NFL executives a way to handle the athletes involved in protests. But first, the writer shows a total lack of understanding relative to the subject. The first statement reads: “Some NFL executives have complained that people misunderstood the point the players’ national anthem protest. Perhaps that’s because of quarterback Colin Kaepernick, who started the protests.” The writer never mentions the reason for Kaepernick’s protest, but proceeds to assassinate his character by making reference to the following: “Kaepernick’s foundation recently gave $25,000 to Assata’s Daughters, a Chicago organization that honors Assata Shakur, a former Black Liberation Army member convicted of killing a New Jersey state trooper in 1973. Shakur later escaped from prison and fled to Cuba.” The reference to Kaepernick’s donation to the Assata’s Daughters organization is a tactic aimed at having Kaepernick viewed by association with a group the writer believes shares his bigoted views. A brief sketch of Shakur’s life and experiences are presented in an effort to implicate Kaepernick in violence and hatred towards police.

Never once does the writer mention that fact that the NFL players were not disrespecting the flag or national anthem, but criminal and police injustice towards African Americans and people of color because that would indicate that reasonable thought was taking place. Instead, the writer doubles down on Kaepernick’s protest: “So, Kaepernick, who previously wore socks to practice that depicted policemen as cartoon pigs, is a fan of a cop-killer and an organization devoted to the ‘legacy’ of one. How could anyone think his motives are less than pure?” The language and seeming intent of the writer is to convince the reader that the NFL executives, the players, and everyone associated with the protest initiated by Kaepernick are all fans of a cop-killer and therefore are unpatriotic, undemocratic, and even un-American. The writer’s posture is an example of the Reptilian Brain’s effort to defend his bigotry against legitimate protest sanctioned by the First Amendment to the U.S. Constitution.

Whether the reader agrees or disagrees with the purpose of the protest, the one thing all Americans should agree on is the right of the Americans to protest. If the writer would stop and give just a little thought to the reason for the protests rather than trying to discover as much negative information about the protester, the writer might realize that protest are used to make corrections in the system to make it a better system for all concerned, not to destroy it or criticize it unjustly. But, his bigoted Reptilian Brain does not support reasonable thought, just acts of self-preservation.

Common sense dictates that it would be foolhardy for anyone to protest by disrespecting the flag and the anthem for no other reason than to disrespect the flag and anthem. That sentiment, however, seems to be the focus of the bigots who criticize the protesters. No place in the Constitution has there listed a reference to the flag and an anthem and how citizens should address them. Too many of the people who claim that others are disrespecting them (flag and anthem) are hypocrites themselves unless the stand with their hats off and their hands over their hearts no matter where they are when they hear the anthem and see the flag. Their criticism is selective and meant to underscore their bigotry by painting themselves in red, white, and blue of patriotism while accusing the people who disagree with them of being un-American and unpatriotic.

Ethnic bigotry manifests itself in many ways in our society but not all people recognize it when they see or experience it. The bigotry aspect of the reptilian brain of many European Americans that view African Americans and people of color as bad and fearful, began in childhood, but was not something deliberately taught. All that was needed was for the children to observe the behavior of their family, neighbors, community, churches, and other European Americans in general. The result as we can detect from the “Opinion” writer is that bigotry is easily recognized and labeled in others, but seldom, implicates them because they do not practice or embrace bigotry in their minds.
